The First Bungle – Jaga Bahasa Biar Jahanam Bangsa

In one of my Four Wheel Drive trips into the jungle some years ago, we stopped at a place called Cheneh in Terengganu. I remember a makcik at a roadside stall made some nice ayam goreng. My good friend Juhaidi was with me and also my two boys.



Cheneh was (and maybe still is) a typical rural backwater. The folks did not seem to know if they were coming or they were going. There was Astro but I think the favorite show was ‘Tom Tom Bak’. But I did recall saying aloud that someday I hope that the folks in Cheneh would watch CNN, BBC and CBS and that we could just drive up and ask the makcik in Cheneh ‘Whats on CNN today?’ But I think that’s not going to happen at all.



Tuan Tuan dan Puan Puan, our Prime Minister Dato Najib has made his first bungle – and within the first 100 days too. No Sirs, it is a major bungle. You have bungled big time.



Lets manage this “crisis in the making” now. First of all please stop from saying anything more about the switch from English to Malay. The more things you say, the more “face saving” devices you will need for you to swallow your pride before you can undo this mistake. But this mistake must be undone.



I just happened to be with Tun Dr Mahathir Mohammad yesterday Thursday July 9th 09 slightly after noon when the news came in that the Cabinet had decided to flip flop over the language issue.



Firstly Tun Dr Mahathir raised a simple but valid point. The main reason quoted by Tan Sri Muhyuddin to favor the switch to Malay was that the rural Malay kids were doing poorly in Maths and Science (which are taught in English) compared to the urban kids. But what about exam scores for the rural kids in all other subjects which are taught in the Malay language? Dr Mahathir said no one showed him the statistics for that. Why?



If you say that English is the reason why the rural kids are doing so poorly in Maths and Science, then by your logic the rural kids should be scoring the same as or better than the urban kids in other subjects that are taught in Malay? By your logic rural kids should be doing better than the urban kids in Sejarah, Geografi, Kemahiran Hidup, Bahasa Malaysia and other Malay language subjects.



But we know that rural kids generally score lower than urban kids in most subjects (except maybe Agama). And language has got nothing to do with it. Rural kids are usually found in lower income households, their parents are usually less educated, they have less achievement goals and so forth. That is why you call them ‘children from rural areas’. They are poor people and they are underachievers.



So this comparison with rural kids and urban kids is not fully accurate (Tun Dr Mahathir used another word which I need not repeat here).



Let me give you some street feedback. At least one Internet based employment agency has instructions from its clients to completely ignore any job applicants who are graduates from UITM (University ITM). As we know UITM graduates are all Malays. They say the quality of the graduates is low and their English is bad.. They are unemployable. This is what I heard.



Another preference by another employer – a Multi National Corporation - in the job market is to take in job applicants who are graduates of IPTA (private universities) who have done twinning programs. This means their English is good and they are more marketable. Again this means Malays with poor English skills are not preferred. Bottom of the line.



And here is some news from Cyberjaya. We opened up Cyberjaya and gave foreign investors much benefits and incentives to open business there. Among the foreign investments in Cyberjaya are ‘Call Centers’. Well some ‘Call Centers’ in Cyberjaya take in Indians as a first choice for employment. They feel that generally Indians speak better English. Second choice are Chinese. Finally they will look at Malays as the last choice but rarely. Even with the emphasis on English the past six years, the Malays cannot speak enough English to get a job answering telephones in Call Centers in Cyberjaya.



We cannot shut them down or arrest them under the ISA for practising such discrimination. They come here for business. We must provide them the tools necessary to run their businesses well. We are not doing the job.



To Dato Najib and Tan Sri Muhyuddin Yassin, why are you doing this? Who agrees with you? Who are you afraid of? Takkan UMNO Johor is so powerful to frighten Muhyuddin?



Last nite I met a Deputy Minister and a well known “ultra Malay” ex-newspaper editor. The Deputy Minister said it was a bad decision to switch back to Malay. The ‘ultra Malay’ ex-editor was visibly upset and said “I have no comments. I don’t want to say anything.” I think he did not agree with the switch at all.



Another well known “ultra-ultra” Malay defender of all things Malay (if I just mention his job you will know who he is) said the switch to Malay was ‘satu langkah ke belakang’.



A Tan Sri from Kelantan said in English “this is a giant leap backward for the Malays”.



In the present world, the English language is a ‘life giving’ language. The amount of new knowledge and new information that comes out in the English language is astounding. No one can translate all the new knowledge and information that comes out in English EACH and EVERY DAY. It is impossible. We have to master this language. There is no other way.



Then we have the ‘tidak masuk akal’ ideas. Tan Sri Muhyuddin says after the switch back to Malay, he still wants to upgrade the teaching of English in the rural schools. He wants to employ about 1000 native English speakers to teach English in rural schools. By native speaker I do not know if he is referring to Mrs Naidu from Brickfields or if he wants to employ real Mat Sallehs from outside the country.



Mrs Naidu the retired English teacher will gladly teach English to our children for RM3000 per month. But we will have to pay the Mat Sallehs RM15,000 a month or more before they will come to work here.



But if that is a good idea then why not employ 1000 Mat Sallehs at RM15000 a month to teach Maths and Science in English in the rural schools?



Because according to Tan Sri Muhyuddin, it is not the school children in the rural schools who are to be faulted. The real culprits are the teachers. Muhyuddin let the cat out of the bag. Here is what Muhyuddin said (from the Press):



“It was based on empirical studies and other specialist reviews,” he said. Based on studies conducted in 2008, he said, the ministry found that only a small percentage of teachers fully used English to teach the two subjects. “On average, the percentage of those using English during Mathematics and Science periods was around 53% to 58%,” he said, adding that only a small number of teachers were proficient. Muhyiddin said studies carried out by local universities found that students’ mastery level of English during the entire policy was around 3% while the level among rural students was low.”



So don’t push the blame on the rural students lah.



It is the teachers who were malas to teach in English. And there are other reasons why some Malay teachers do not use English. Among them are religious reasons because some people believe that speaking English may lead to you ‘jadi kristian’.



Even in the towns (including Kuala Lumpur) it is also considered “showing off” if Malay people speak English. So there are other quite illogical reasons why Malay teachers are shy to speak and teach in English. Don’t just blame it (and quite wrongly too) on the rural school children. That is not correct.



And even if what Tan Sri Muhyuddin is saying is indeed true, why burden the urban kids and dim their chances at a better future just because the rural kids are having problems with English?



Urban kids are usually the children of parents who are more educated, who work in offices, run businesses and generally earn a higher income and enjoy a better standard of living. The rural folks are usually much poorer than the urban folks.


That is why we have to make sure that the rural folks get the same or better opportunities to get out of the poverty cycle and move up in life so that they too can enjoy a standard of living like the urban people. A good education and the ability to converse in English is definitely one way up.


But what this policy reversal has done is to lower the entire national average. Instead of moving the rural people up the ladder, we are now moving moving the urban folks down to the level of the rural people. We are lowering the averages. Hang tak payah jadi pandai macam aku, biar aku jadi bodoh macam hang !



We are nailing the Malays inside the language cocoon. We are also creating a “non English understanding rural poor” versus an “English speaking urban elite” divide. The Malays who cannot speak English will be left further and further behind.



The English speaking urban folks (Malays, Chinese and Indians) will move light years ahead of the non English speaking folks. There will most definitely be an English speaking elite in the country. More problems will arise.



Then we have also allowed International Schools in the country to be opened to all Malaysians. We also have foreign universities like Nottingham and Monash. We are basically denying many Malays from qualifying to enter these universities and international schools. They can go to UITM and become more ‘cocoon infested’ and unemployable.



But very, very few kids make it to university or college in the first place. Only 2% to 3% of the population goes to university anyway. The large bulk of our young kids will become school leavers (SPM or PMR) with no employable skills, no knowledge of “life giving” English. Their future is doomed.



Akhir sekali saya nampak peluang hidup bagi budak Melayu dari kampong menjadi lagi tipis. Siapa yang ada tanah getah, mungkin akan kerja potong getah saja di kampong. Kalau tak ada tanah getah, depa akan berhijrah ke Bandar dan pekan untuk mencari kerja sebagai office boy, messenger dan peon.



They may even think that office boy, messenger and peon are three different careers.


Please reverse this policy. It is a very big mistake.

Anwar did not agree to the English language, but Bahasa Baku, perhaps.

And being frightened by Anwar's call to disband the English language, the Najib administration gave in.

This is really stupid, silly and a waste of time to discuss further.

Why is language equated with race and religion?

Want to know why Malays are weak in Maths?

Try counting one to a hundred in these three languages, Malay, Chinese and English.

The Chinese would have counted up to one thousand while the Malay is still struggling at Li-ma pu-lo sem-bi-lan.

bottom line...melayu mudah malas..well, language is about practising..if u dont practise..u cant speak...one question, how many of our students who studying in Cairo, Egypt can really speak Arabic (fluently)?...even they stayed couple of years there...why? bcoz lack of practise...as simple as that..

Melayu...Tolong Jangan Malas..

Get the GAPENA and the Indian and Chinese educationists people to teach English on tv. Let's see how competent they are. Its time for the public to judge them. Some of them even cakap melayu pun gagap. And who voted for them to represent us in the first place? Get real, let's SPR do a referendum on this.

Totally agree with you bro and may I add:

Education for our young in Malaysia has once again been sacrificed on the altars of political expediency.I do not believe for one minute that the cancellation of the PPSMI has got nothing to do with politics. It is inconceivable that just a little over 6 years a study could be made to show that it is a failure. I agree that the PPMSI has weaknesses in its implementation especially the teachers needs further training to speak english fluently, so, the teachers needs to be trained but no need to take the extreme step of cancelling the PPMSI altogether, we are actually moving steps back and ultimately handicapping ourselves when competing for FDIs against our neighbors in the not so distant future.

I GOOGLED the following words:
sains, science, matematik bahasa melayu, mathematics and the results are as follows:

sains 14.1 million results;
science 1 Billion results;

matematik bahasa melayu 192,000 results;
mathematics 134 Million results.

Just simple GOOGLE will show that it would be more useful and beneficial and VERY important for our children to learn Mathematics and Science in the English Language.

Even though Muhyiddin say there should not be any appeal, I hope that the Ministry of Education would consider reinstating PPMSI as additional to the now agreed teaching of Science and Mathematics in Bahasa Melayu, Mandarin and Tamil.

Give Malaysian Parents the choice of what language they want their children to study Mathematics and Science. This country should not be held to ransom by the language extremists whether they are Malay Sasterawans,Gapena or the Chinese and Tamil educationist movement who threathens BN with deprivation of political votes if their demands are not met. Our children cannot earn good living or contribute to the future of this country just by reciting the sastera melayu or mandarin and tamil poems only, we need technorats, professionals versed in English and their mother tongue also to compete in this increasing globalised world.

When it is about the best education that our children should have for their secured and independent future, I say politics be damned.

So I hope that the decision to cancel the PPSMI be revisited and the views of the PARENTS who wants PPMSI for their children, and they are also a huge voters bank in the coming GE, are thoroughly considered as the consequence would be bad on the BN as I know that Pakatan will promise to introduce PPMSI as additional to the teaching of science and matematics in Bahasa Melayu, Mandarin and Tamil. Don't believe? watch and see and cry BN leaders.

If Najib in particular do not want to cry in the next GE then he better undo what was announced yesterday by his Deputy, fast, PEOPLE first, performance now.

My children's Maths and Science teachers have been teaching them in English + Malay because they have problem expressing themselves in English. And we live in urban area. We should have given a few more years to PPSMI because the biggest problem now is the teachers' readiness, familiarization and adaptation. Children's mind can absorb just about anything because young minds are pure and hungry for knowledge. I am so sure if we were to send a 7 years old kampung boy to study in England, it would only take him a few months to adjust.

We have set the bar lower than before, how are we going to compete? Don't talk about global competition, we won't be able to compete even on our own soil soon.

Bro, this policy decided purely because of the PRU 13. Do u realise it?. Thats why the goverment very happy to allow teachers in SJKC/T to teach science and maths in their mothertounge.Govmnt calculation very simple....u vote us and we give u this previlege. Easy right, no need to pening2 kepala.Is it wrong?. Of course not, because we are in the era of one Malaysia- be liberal bro. So No Big Deal. ORANG MELAYU TIADA NILAI POLITIK LANGSUNG KEPADA PEMERINTAH SEKARANG...BERBANDING DENGAN ORANG BUKAN MELAYU. Barangkali pemimpin negara sekarang sudah lupa apa yang berlaku di Bukit Gantang dan Selambau...we were cheated, bro!. Bravo UMNO fr this revert policy. Salam 100 hari Najib.

I agree with your analysis. It's a huge mistake that will have disastrous consequences for our kids and future generations. Here's my comments that I've posted in other blogs:

"Tidak ada masalah nak memperkasakan BM (bahasa) tetapi yang lebih penting ialah memperkasakan BANGSA Melayu, iaitu suatu bangsa yang mampu menguasai berbagai bahasa dan berbagai bidang ilmu. Inilah kunci kejayaan sesuatu bangsa. Jika BI adalah jauh lebih baik dan berkesan untuk mempelajari sesuatu ilmu dan untuk meluaskan pemikiran atau pandangan kita, apa salahnya kita gunakan bahasa itu? Bangsa seseorang itu tidak akan tergugat atau hilang semata-mata dengan hanya mempelajari dan menguasai bahasa asing. Sampai bila kita nak terus "duduk di bawah tempurung"???

Yang menjadi masalah, bukanlah bahasa apa yang digunakan tetapi sikap dan tahap motivasi pelajar-pelajar Melayu terhadap pembelajaran. Bak kata pepatah Melayu, "di mana ada kemahuan, di situlah ada jalan." Kemahuan untuk belajar inilah yang patut diberi tumpuan. Guna saja Google untuk mencari topik yang ingin kita cari, pasti kita akan dapat jawapannya atau sebahagian besar jawapannya. In addition, what strikes me was the statements by our Deputy PM and former Education Minister (DS Hishamuddin) that the decision was based on inputs from ALL interested parties, including the grassroot. All? Was it the voice of the majority? I wonder. Who were the interested parties? Tun Mahathir himself said: "Although my views were sought, they are not reflected in the decision." I would dearly love to read the final report on which the decision was based. The government should make it public.

The decision sure smells of politics. Was the future of our children taken into consideration at all? Critical decisions on our national policies, such as PPMSI, require a formidable political will from a strong leader. Do we see that in our present leader?

Tun Mahathir is now conducting a poll on this decision at his blog. The latest figures are 77% NO, 23% YES. 77% are against the decision so far. Isn't this also the voice of the majority? Will the government listen?

Tell that to my siblings back in the kampung in Kedah who had spent good money and good time sending their children to English tuition classes?

Tell that to the rural teachers and PTAs who made efforts to improve English proficiency among their pupils.

Ironocally, many Menteris, politicians and top civil servants send their children to English-besed private schools.

Hypocrisy rules Saudara.

Don't bother about people like us. Our children are bi-lingual. Worry about the masses that still vote the BN.

Personally, I understand that we must change with current trends to be competitive...

But as far as PPSMI is concerned I believe in keeping things as they are...BM in primary and secondary schools and English in tertiary level education. Regardless of whatever are being said...as far as lower education is concerned it is to promote understanding and love for the subject and not to prepare competent workforce and etc. More on it here.

With that said, I totally agree the points mentioned regarding the pros of PPSMI. Like the speed of new published knowledge, the complexity of new terms and etc. But I think that such decision would be a critical one at the tertiary level education.

But then again Syed, the Melayu are also famous for their inherent dengkiness. Maybe Najib and Muhyuddin and the whole Cabinet, does not want rural kids to get smart and be a 'threat' to their aspiring kids in the future? No competition from the 'aspiring' rural kids who one day will grow up and be smart and might want to seek public office but might lose out because of their inability to speak in public in English? You know long term planning in play and KPIs might be coming into play here? Goal is less English speaking, successful,rural Malay kids. Keep them Malays down. Key Performance Indicator that goal is being achieved? Poor results from all rural schools especially Malay kids, in all subjects? Survival tactics and strategies for them and their future dynasties? You never know these Malays. They will aptly cut their noses to spite their faces. That is a Malay proverb and the Malay are the only ones who will go to that extent of cutting their nose to spite their face if you know what I mean.

Leave them be. Let them dig their own graves for their people and their future. Melayu ini tidak ada otak punya orang.

Even the Ijtimah I have been talking about recently organised by the Tabligh Movement is completely 100% in English with translations pouring into the various camps eg Mandarin, Urdu, French and Melayu. Even the Tabligh Movement is going global and is smart because Allah has blessed them to use their akal but the Melayu, sorry lah. Allah stopped short when it came to the Melayu. Allah knows best.Today is Friday and cannot whack Melayu too much but sometimes you have to whack them real hard to wake them up from their slumber. Wake up brother!! The world is unfolding as it should.

Blame it to the then Education Minister who simply accepted 'the challenge' even though he knows that the human machineries were not ready. They were ready for the profits out of machineries (lap top, software & other related teaching aids)which they benefited.

So now, please consider to have those 2 subjects taught in other mother tongue too in addition to Malay, Mandarin,Tamil ... which is English.

In stock market parlance : Najib, Muhyiddin, Hishamuddin are calling a GREAT BIG SHORT on their own people - the Malays, Ibans , Kadazans , and all the poor indigenous people.

We should call a Bigger Short on Najib and Gang.

Dont blame the children if the teachers are incompetent.

In any case, Muhyiddin's " feel for the rural kids " smacks of patronage and downright insulting.

Such bad form.

In cricket terms : Give Muhyiddin an LBW and Najib out 1st ball.

Tanggungjawab terhadap bahasa lebih berat kepada pemerintah daripada rakyat kerana pemerintah adalah 'policy maker'

Dalam situasi sekarang, Ilmu pengetahuan dan buku-buku yang bagus lebih banyak di dalam bahasa inggeris, jadi rakyat yang memilih untuk tidak mahu ketinggalan tidak banyak pilihan selain dari menguasai bahasa inggeris.

Lihat kerajaan Indonesia, banyak buku-buku bagus yang diterjemahkan dalam bahasa indonesia.

Malaysia pula lebih banyak mengharamkan buku dari menterjemahkan buku.

Banyak karya yang bagus dibiarkan begitu sahaja. Bahkan harga buku pula harganya amat mahal jika dibandingkan dengan negara lain.

Nasib baik ada world wide web, Optimus Prime pun belajar bahasa dari world wide web.

Dear Mr. Syed,

I my self is a SPM holder. I never go to university - i might not know how does learning in university feel. But im glad that i have a teacher who really educate me.

I have a mother who blindly against PPSMI. Her only argument is it would be wrong as previous minister of education taking out "jawi" and replace it with the roman. For her, that is wrong doing and now by majority can`t read "jawi" anymore. We have lost one of our identity. Her defense is - without PPSMI, her 2 sons and a daughter still manage to get employed in oil & gas company and internet company.

The only thing she see - is the school system it self. The teacher it self. That is where the government should focus more and more. It is the school who should really employed the right teacher - the motivated teacher - the teacher who want to see and do everything it need to make sure the success of the student - the teacher who are teaching from the heart. Not just the teacher who really asking for "yuran PIBG" daily until it been paid - Not the school who looking a way to make more money, raise more fund while their main objective to educate become the secondary.

As for my self, i would say intensive class is required when they start to shape their life. The english should be emphasis only when there is required - not be vast out to majority. i.e - Those who taking business class after their PMR should start being teach in english and ready to answered in english. Those who take "sastera" should be teach using the right "Bahasa Melayu" - All this require a dedicated/motivated educator.

What's wrong in getting our people more educated??? To be more specific, the Malays.

Why would it be a problem if to learn English would benefit the person?

I'm a malay and i had to compete with other races to be where i am today. One thing for sure i wouldn't be able to do so with mastering the english language.

Even a receptionist needs to know english.

Damn to those Malays who feel teaching english is unnecessary, I WANT MY CHILDREN TO BE SUCCESSFUL not just locally but if possible, INTERNATIONALLY as well!!!

NONE OF YOU IGNORANT IDIOTS WHO OPPOSE PPSMI CAN GUARANTEE ANY OF OUR CHILDREN's FUTURE SO STOP ACTING STUPID.

G'day ... I'm a former Malaysian who now lives in Australia, and have just caught up with your July blog on the "Jaga Bahasa Biar Jahanam Bangsar". Your comments are totally spot-on and I can only hope and pray that the Malaysian authorities will take heed. I have only one minor correction: you said that "Mrs Naidu the retired English teacher will gladly teach English to our children for RM3000 per month. But we will have to pay the Mat Sallehs RM15,000 a month or more before they will come to work here". That's where you might be mistaken. Try RM25,000 a month. RM15,000 a month equates to about 5100 Australian dollars a month, or about 61,200 Australian dollars a year. I doubt any Mat Sallehs in Australia would want to work in Malaysia for that money when they would easily be earning that sort of salary in Australia. The RM25,000 I mentioned would equate to just over $100,000 Aussie a year, something that would entice an Aussie to work in a foreign country.
