Appointed To The MACC

I was at the Prime Minister's office this morning, along with a number of other folks, to receive my 'watikah' or letter of appointment to the MACC's Consultancy Panel on Corruption Prevention and Education.

The official term is Ahli Panel Perundingan Dan Pencegahan Rasuah, Suruhanjaya Pencegahan Rasuah Malaysia (SPRM). Its a two year appointment that runs from 25/2/2011 till 24/2/2013. The appointment is by the Prime Minister.

.

The MACC first called me about two weeks ago, quite early in the morning as I was having breakfast at home. There were 12 people, including myself, who were appointed to the Consultancy Panel this morning. We also met the other serving members.

.

The other folks who received their appointments today were Prof Dr. Eng. Chin Yew Sin, Datuk Marimuthu Nadason, Tan Sri Lim Kok Wing, Haji Anis Yusal Yusoff, Dato Seri Azman Ujang, Dato Prof. Ishak Tambi Kechik, Dato Wong Chun Wai, Datuk David Chua, Dr Zainal Abidin Abdul Majid, Prof Dato Dr Abdul Rahman Hj Embong and Datuk Johan Jaafar.

It was a fairly well spread out distribution representing consumers associations, NGOs, universities, media and others. I am simply listed as 'Blogger, OutSyed The Box' which I take as recognition of the Bloggers and their contribution to the public discourse.

I wish to thank the Prime Minister and the MACC for this opportunity to serve the public. The highest form of service is indeed public service. I hope we can do good through this appointment.

As Ahli Panel Perundingan we will assist the MACC in a number of areas. This will include:

  • meneliti sistem dan tatacara kerja disektor awam dan swasta yang mempunyai peluang untuk rasuah berkembang
  • meneliti dan menambah baik laporan oleh Suruhanjaya bagi menutup ruang dan peluang jenayah rasuah
  • menggubal amalan 'best practises'
  • membantu program penerangan dan perhubungan masyarakat
  • memantau persepsi dan sikap umum (this is where you folks come in big ok)
  • meraih sokongan masyarakat terhadap usaha-usaha pencegahan
  • kemukakan laporan tahunan dan ulasan PPPR kepada YAB Perdana Menteri berhubung pencapaian aktiviti dan program Suruhanjaya

I think I can be of assistance here. This appears to be an interesting episode. Lets see what adventure awaits.

Syed, Congratulations. iI hope your appointment is not for the purpose to spin positives about the Gomen fight against corruption. Election is near you know.
Maybe you can start looking at 1MDB. They do not do anything yet they claim to make $450 mill last year. From where?
I hear a few months ago they spend $ 5 mill for a launching but then just called it off simply because one Arab guy can't attend the function.
They are now planning another launch to match the China trade show.
Lots of money from where and for what?

Congrats. You will add value and Im sure u will speak your mind. As far as perception goes, MACC has good policies and practices to be followed well documented. Only thing lacking is implementation and actual practice.

Congrats Syed for the appointment!!
Now that we are done with nicety.. can you start with the land offices & PKNS please. Particularly wrt leasehold property consent & eventual transfer of title. In my opinion the whole process took too long thus a goldmine for corruption.

Just imagine trying to get a letter of consent to sell took 6 months! Furthermore why do we need an approval from the land office or PKNS to sell our leasehold property anyway? What land office & PKNS shd do is make a clear guideline on what type transactions that needed consent i.e sale of Malay property to non-Malay, sale of property to foreigner etc etc..which means that if sale from Malay to Malay no need consent. Kan senang?

AND all borang that are submitted must have proper numbering & KPI to track the status & with target date of response. Nope 6 months later is not an acceptable target date.

Syed, there must be a law setting a limit on how much companies can contribute to political parties or political spouses. I am told, Madam powerful recently collected $50 mill from companies just with a few phone calls. Money supposedly goes to Bakti, an association of "isteri menteri" for programmes to support their ego.

You better push for MACC to be allowed to investigate suspected graft cases even without a report being lodge. For e.g, those who lead a lavish lifestyle (houses, cars, holidays etc) beyond their known legal income. These people should be hauled up to explain how they managed to afford such lifestyle. If it could not be proven that they are on the take then ask them to explain their source of income. charge them under IRB Act for under declaration of income if the source of income is more than their known declared income. Put these people to jail.

Congratulation Syed on your appointment! I am sure most of us who follow your blog would like to make known our opinion on corruption in this country so be ready to listen to the people at the thick of things!

Btw, there is not a single female on that appointment list.Please point this out to the power that be. Gender-bias opinion/solution/measures etc are unacceptable in this day and age of political correctness.

Inclusiveness is important to press for a balanced view on matters related to corruption.

I am sure you will be able to tackle the job without fear or favour. As another person had commented - it is not that the MACC does not have the procedures ... its the implementation.

Let's hope that in your two year term, there is improvement in accountability and transparency.

Syukur, sekarang sdr boleh kerja lebih keras untuk membenteras korupsi. Tak perlu pandang jauh2, tengok saja pada industri blogging. Ye, industri saya katakan sebab dah ramai orang bikin duit atas nama blogger. Selalunya bukan blogger2 itu sendiri tapi ahli2 politik, kuda2 politik dan anjing2 mereka yang menggunakan nama blogger untuk mendapat ganjaran. Menggunakan integriti blogger2 ini untuk poket mereka sendiri.

Tak perlu sebut nama. Kat pejabat MB Perak dah jadi. Kat Pemuda Umno pun gitu. Dekat2 dengan ofis KDN pun. Entah2 PMO pun ada yang dah mengaut keuntungan. Yang rugi dan busuk nama blogger2 jua adanya.

Itu yang kat kerajaan. Yang dalam pembangkang pun sama hebat. Lihat peruntukan negeri Selangor. Berjuta-juta ringgit untuk propaganda. Blogger2 tak suka camtu. Kononnya nak bangunkan media baru, kata Khalid Ibrahim. Bohong! Pergi siasat.

Bab blogger2 ni, cuba tengok2 rekod si Zorro Bernard apebenda tah nama dia. Dia tu dulu biasa betul bagi rasuah kat polis bila kena tangkat memandu dalam keadaan mabuk. Sekarang cakap dan tulis blog sikit punya macamlah dia tu baik sangat.

Sekali lagi, syukur dan harap Pak Syed dapat menjalankan tugas dengan baik.

As a sarawakian I suggest your TOP priority is an investigation against TAIB MAHMUD whose wealth is well documented and where several reports have been lodged but without investigations. I hope MACC is not handicapped to handle him.
There should be no honeymoon period.

Nope. congratulations is not the order of the day.

You will now be blamed for 'selling your soul', 'bought over' and the usual crap.

They will dig out your school photos and anything else and turn on the demon machine. Be warned.

If you don't believe, just wait and see. Just check the Prime Minister in waiting's asset and travelling expenses to begin with and see how you will win the Demon of the year award.

Before that congratulation & condolence on the appointment. You are now one of them. Thinking about the meetings and protocols give me the shivers.
We will be assessing your blogs to see whether your posts will pass thru a strainer...u know u hv to be politically correct.

In other words go for the bigger cases first and that which concerns broader numbers.

For eg. currently the stupid people in the government are collecting fines and giving discounts(?)For traffic of fences.Cam u check it's legality ?We all know discounts are offered for selesai tepi..
