Actually I was wondering too how Lim Guan Eng could have raised RM630 million in such a short time to settle the State's debts to the Federal Government.
And the Federal Government guys were also sleeping on the job. Why couldnt someone speak up earlier and say that Guan Eng did not actually payback RM630.0 million. At last Deputy Finance Minister Datuk Donald Lim has spoken up quite clearly.
It was just an adjustment in the books, an accounting entry only, a previously agreed upon settlement of outstandings (before the DAP came to power in Penang), a trade off for water treatment plant assets. It was NOT a cash payment by Guan Eng to the Federal Government. Here is the news :

PETALING JAYA: The DAP-run Penang Government was only able to record a positive budget because it shifted its RM630mil debt to the Federal Government, said the Finance Ministry.
Deputy Minister Datuk Donald Lim, who disclosed this, said it was wrong for Chief Minister Lim Guan Eng to mislead the public into thinking that the state had settled the loan on its own.
The deputy minister explained that the state debt was actually transferred to the Federal Government following a water restructuring agreement that was initiated even before Pakatan Rakyat came to power in Penang.
Under the rationalisation scheme, the state must pay interest-free rental of RM14.6 mil annually for a period of 45 years, he said.
Lim said this in response to Guan Eng's claim that the Penang government had successfully reduced its debt by 95% from RM630mil in March 2008 to RM30mil in Oct last year through prudent and transparent financial management.
Guan Eng had said in an article uploaded on his blog that it was the highest debt reduction recorded in a state in Malaysian history. (Fuiyyo!!)
Lim said Guan Eng should stop claiming credit that he has helped deplete the hefty loan.
“Guan Eng has not generated such a high revenue to pay off the huge debt within such a short period of time,” he added.
Lim said Guan Eng should be ashamed for telling half-truths for cheap political mileage.
“It goes to show that Guan Eng's Competency, Accountability and Transparency policy is a mere gimmick,” he added.
According to the Finance Ministry, Penang's outstanding loan of RM655.25mil owed to the Federal Government was rationalised by alienating state land-related water assets to Perbadanan Bekalan Air Pulau Pinang (PABB).
Under the agreement, PAAB will become water asset owners after buying the water infrastructure from the states. In exchange for these assets, PAAB will assume Penang's outstanding Federal water supply loans of an equivalent sum.

Or is Penang has really changed? For all I know, MPPP and MPSP are riddled with debts and non-performing, which this Snake Tongue put the blame squarely on previous government, after close to 4 years into their term.

Like it or not, he sold the land to the federal government. They took over the assets and the loan. That is a proper accounting of the asset and loan.
The federal government now has the assets.

Ini jawapan standard daripada orang Melayu malas yang suka salahkan orang lain kalau sendiri gagal. Sindrom ini hanya muncul terutamanya di kalangan ahlul PAS dan golongan kecewa tak imbuhan seperti kebanyakan Melayu dalam PKR. Melayu UMNO tak dapat projek juga alami penyakit yang sama.
Saya sekadar memetik sedikit sahaja sumbangan kerajaan. Orang ini mendakwa Melayu masih di takuk sama setelah BN memerintah selama 50 tahun di Pulau Pinang.
Nak hantar anak masuk tadika, tak ada duit, boleh hantar KEMAS. Kerajaan bantu jugak.
Nak belajar tak mahu pakai PPSMI kerana ramai murid Melayu tak faham bahasa Inggeris, itupun kerajaan ikut jugak. Ketinggalan jugak Melayu.
Peruntukan kerajaan paling banyak pergi kepada Sekolah Kebangsaan daripada Sekolah Jenis Kebangsaan Cina. Kenapa melayu ketinggalan juga dalam pelajaran?
Masuk universiti awam, paling ramai Melayu, subsidi kerajaan lagi walaupun Melayu paling sikit bayar cukai, kenapa banyak tamat pengajian sekadar ijazah kelas ketiga dan banyak masuk MLM? Kenapa Cina jugak pandai yang top dalam kelas?
Skim bantuan perniagaan Tekun, pinjaman-pinjaman kerajaan khas untuk bumiputera seperti Mara. Kenapa Melayu ketinggalan dalam perniagaan?
Kontrak-kontrak kerajaan memerlukan lesen PKK, khas untuk bumiputera, setelah 50 tahun kenapa nak capai 30% market penetration pun merangkak-rangkak.
Apa lagi dapat? Nak beli rumah, dapat diskaun lagi. Orang Melayu susah dapat bantuan baitul-mal, dapat lagi pulak bantuan jabatan kebajikan masyarakat.
Apa lagi Melayu nak? Nak salahkan kerajaan jugak bila kerajaan dah laksanakan apa yang termaktub dalam Perlembagaan? Sampai bila Melayu nak tongkat?
Yang berjaya pulak, katanya atas usaha sendiri, kerajaan tak bantu pun.
Kata orang, kalau nak berjaya, kena cari yang kita betul-betul minat. Tetapi benda yang Melayu terlibat seperti industri makanan halal, bukan Melayu kawal. Jual tikar sejadah Pakistan, jual emas Mamak, buat filem melayu pun taukey Cina. Kontrak kerajaan melayu jadi proksi Cina. Jadi apa sebenarnya kebolehan Melayu? Jadi 'ular'mak bagi ceramah je lah kebolehannya.
Begitulah Melayu.
Jadi, nak salahkan kerajaan lagi kalau Melayu ketinggalan arus pembangunan pesat di Pulau Pinang? Sebelum tidur tu, fikir-fikir laa.

An honest opinion is needed here from every reader. Can Lim Guan Eng wrestles the states ADUN's seat as it is in 2008? My honest opinion is NO. We the Malays only wanted to teach that slumberjack back then! Now we woke up from that nightmare, bagi satu inci,mau satu kaki, bagi betis mau paha . Get it? This goes to every Pakatan states Seats! What Najib is doing to garner the supports of the non Malays is exactly what we Malays is expecting from the Pakatan party to garner supports from us. So far that never existed. There is no way Selangor Goverment be able to buy the water assets simply becoz they do not hv money to do so..
The Selangor's intention to buy water assets is just a gimmick so that they are still in bargaining seat to negotiate better price for the Fed goverment plan to restructure nation water assets. They same reason why they hold the water project from Pahang to Selangor that supposed to address Selangor's water crisis in 2014 onwards..
